Refuse & Recycling Pick Up

Pick-up or billing questions should be directed to J.P. Mascaro & Sons 800-243-7575 or www.jpmascaro.com .

By ordinance, all residents are required to participate in J.P. Mascaro & Sons collection services. This is the case regardless of how many people occupy your household or whether you spend a portion of the year away from your home.

Trash and recyclables are picked up each Monday morning. Please put out trash receptacles after dusk Sunday evening for Monday pick-up. Please remember to bring your empty receptacles in promptly. Please keep garbage cans off the street.  Refuse and recycling pick up will be delayed one day when a public holiday occurs during the week.  Chapter 20 Part 1 of the Code of Ordinances of the Borough of Clarks Green regulates Solid Waste Collection and Disposal.

Trash and Recycling containers are provided to residents free of charge by J.P. Mascaro & Sons. Remember, the receptacles are the property of the hauler. Call J.P. Mascaro & Sons office (800-243-7575) if you need containers. Plastic food containers, aluminum and steel cans, and clear and colored glass along with paper and cardboard can all be co-mingled in the designated recycling containers.

CARDBOARD ONLY can also be dropped off in the dumpster behind the Borough building. Please breakdown … flatten boxes.
NO BULK ITEMS and NO YARD WASTE and NO TRASH! AREA IS UNDER VIDEO SURVEILLANCE…..Violators will be prosecuted.

SHADE TREE COMMISSION – Street Trees

All STREET SHADE TREES located less than 25 ft. from the center of the road are
considered in the Borough’s right-of-way and requires a PERMIT for trimming and/or
removal. Permits can be submitted to Clarks Green Borough office, 104 N. Abington Rd.
or emailed to Olga Trushina, [email protected]. Permit form can be found at
www.clarksgreen.info or the Commission’s website: cgshadetrees.weebly.com

Ordinance No.2 of 2011 is an Ordinance pertaining to regulating the planting,
maintenance and removal of trees in the publics rights-of-way.
Requiring permits & insurance for the trimming & removal of public trees.
Section 16. Penalty states any person or firm violating any provision of this Ordinance
or its regulations shall be, upon conviction or plea of guilty,
subject to a fine not more than the cost of replacement trees plus court costs
and reasonable attorney fees incurred by the Borough in the enforcement proceedings
or $500, whichever is greater.

Shade Trees

Please contact the Borough Office at 570-586-4446 or Olga Trushina  ([email protected]) if you are interested in ordering a shade tree and/or volunteer to help with planting. The first five curbside shade trees are free!

Street side shade trees can be available; others at discount price or at cost c/o Clarks Green Borough Shade Tree Commission. Call the Borough office at 570-586-4446 to place your order or for more information.

Don’t forget fences, pools, sheds, replacing driveways, etc. require permits.

If you have a gutter in front of your property and are thinking of re-doing your driveway, please contact Ken Hiller (DPW) at 570-585-6579. He will provide you with information for maintaining proper stormwater drainage.

Building Inspection Underwriters administers the PA Uniform Construction Code for the Borough. Applications are available at the Borough office.

Burning in the Borough

Please be advised that open burning is prohibited in the Borough. Please see section 10-605 of the Health and Safety Ordinance for details which can be found on the website.

Dog Licenses

The Lackawanna County Treasurer’s Office notified the Borough of Clarks Green that DOG LICENSES are now available online. Please visit http://padoglicense.com/ to file online.

House Inspections

May 2015 the DPW performed a house to house inspection of improper connections to sewer lines as part of an agreement with the Abington Regional Wastewater Authority. We inspected 55 houses located on Grayson Drive, Greenbrier Drive and Lexington Circle.
